John W. Barkley, Shaker Heights mayor from 1950 to 1955, earlier was a social worker and had several jobs in the Cleveland school system.
He became a member of the law firm of Squire Sanders & Dempsey in 1939. His specialty was probate law and he was secretary of the Ohio State Bar committee that prepared the Ohio Probate Code in 1932.
Mr. Barkley, 97, died Sunday at Mount Sinai Medical Center where he was admitted Wednesday with congestive heart failure. His home was in Cleveland Heights.
He was vice mayor of Shaker Heights in 1950 when he was appointed to fill the vacancy created by the death of Mayor William J. Van Aken.
Mr. Barkley had been vice mayor two years and a member of Shaker Heights council since 1936. He was on the Shaker Heights Planning Commission from 1936 to 1943.
He received a bachelor's degree in 1911 from Allegheny College, attended Harvard University law school for a year and received a degree from the former Western Reserve University law school in 1914. He was a member of Phi Beta Kappa scholastic honorary; Delta Sigma Rho, forensic; Phi Delta Phi, legal; and Phi Gamma Delta, social fraternities.
Mr. Barkley was a resident social worker at Alta Social Settlement from 1912 to 1915 and did the same work the next year at Goodrich Social Settlement.
He was supervisor of community centers for the Cleveland Board of Education for a year, and, from 1917 to 1926, worked in the business department of the board. First, he was secretary to the director of schools, then he was assigned to the school board as an assistant Cleveland law director. He then became assistant to the director of schools. He started to work for Squire Sanders in 1927.
He was born in Braceville, Trumbull County, and graduated from high school in Warren.
Mr. Barkley was a leader of many Masonic groups and progressed through the offices in the Grand Lodge of Ohio from district deputy grand master in 1943 to 1946 to grand master in 1956 and 1957. He was a member emeritus of the Supreme Council.
He was president of the City Club in 1935, president from 1936 to 1939 of Hiram House trustees and president of the board of Plymouth Church (Congregational) in 1932. He was a trustee emeritus of Allegheny College.
Mr. Barkley's first wife, Margaret, a member of the Ohio House, died in 1948. His second wife, Marie, died in 1971.
He is survived by a daughter, Margaret L., of San Francisco. Services will be private.
